Annual Service Awards Banquet 2025

The City of Brownwood recognized the dedication and longevity of employees at the Annual Service Awards Banquet held Friday, November 7, 2025, at the Brownwood Event Center. The event honored employees marking milestone years of service and celebrated recipients of the City’s ISERVE Awards, which highlight individuals who exemplify the organization’s core values of Integrity, Service, Excellence, Respect, Vision, and Empathy.

City Manager Marshal McIntosh opened the evening by underscoring the essential role City employees play in serving the Brownwood community. “Each table is filled with the people who quietly, steadily, and faithfully make our city work,” McIntosh said. “You are the ones our neighbors count on, often without ever seeing your name, and this evening is a chance to pause and say clearly: your service matters, and we see you. We could not be the organization we are striving to be without your many years of dedication and service.”

McIntosh also expressed appreciation to the families and guests in attendance, as well as to Mayor Stephen E. Haynes, members of the Brownwood City Council, and the City’s leadership team for their continued support of City staff. The evening included a plated dinner, formal recognition of honorees, presentation of service pins, and acknowledgment of exemplary performance across departments.

The following employees were honored for 25 years of service:

  • Yoena Johnston – Parks & Recreation
  • Kyle Whitley – Airport

The following employees were honored for 20 years of service:

  • Justin Posey – Fire
  • Zane Taylor – Police/Dispatch

The following employees were honored for 15 years of service:

  • Ada Lopez – Health
  • Angie Dees – Senior Citizens
  • Amanda Bronniman – Senior Citizens
  • Hobey Hoffman – Street

The following employees were honored for 10 years of service:

  • Lisa Collins – Parks & Recreation
  • Blaik Mair – Airport
  • Marshal McIntosh – Administration
  • Kenneth Perkovich – Utilities
  • Leslie Ochoa – Municipal Court
  • Scot Davis – Senior Citizens
  • Noe Acosta – Police/Dispatch
  • Patrick Weaver – Police/Dispatch
  • Jenny Yazell – Purchasing

The following employees were honored for 5 years of service:

  • Paul Erdman – Parks & Recreation
  • Chuck Gebhardt – Sanitation
  • Tristan Brown – Sanitation
  • Ramon Orquiz – Utilities
  • Chris Lee – Utilities
  • Ashley Belez – Health
  • Cindy Minchey – Health
  • Eric Hicks – Fire
  • Ethan Rhodes – Fire
  • Jonathan Hubbard – Fire
  • Michele Halk – Fire
  • Timothy Swann – Police/Dispatch
  • Collin Davis – Police/Dispatch
  • Angela Higgins – Police/Dispatch
  • Stewart Stonger – Information Technology

2025 ISERVE Award Recipients

In addition to service awards, the 2025 ISERVE Award recipients were recognized in front of their special guests. The ISERVE Award is the highest recognition given to City employees who consistently demonstrate the City’s core values and set a standard of excellence in public service. The 2025 honorees included:

  • Dave Thomas – Fire
  • Kenneth Perkovich – Utilities
  • Lance Wells – Planning & Development
  • Michael Blanton – Street
  • Jesse Mares – Police

“These individuals represent the highest ideals of public service,” McIntosh said. “Their integrity, professionalism, and commitment to our community embody the values we strive to uphold as an organization.”

In closing, McIntosh reaffirmed that the strength of the City of Brownwood lies in its people. “Our greatest strength has never been a project, a policy, or a facility. It has always been our people,” he said. “On behalf of our leadership team, our Mayor and City Council, and the community we are privileged to serve and call home, thank you for your continued commitment to the City of Brownwood.”

The City extends its sincere appreciation to all employees for their service and to the families and friends who support them.
